Strategic Arts Plan: Expanded and Enhanced Arts Education for all Students
With the passage of Proposition 28, Newport-Mesa Unified School District (NMUSD) will receive supplemental funding dedicated to enhancing the already robust Visual and Performing Arts (VAPA) programs. The Strategic Arts Plan outlines enhanced and expanded arts instruction in dance, music, visual arts, theater, and media arts for all students.
“This initiative underscores our dedication to providing a comprehensive and well-rounded education, recognizing the essential role of the arts in fostering creativity, critical thinking, and overall well-being,” said Superintendent Dr. Wesley Smith.
At the elementary level, all students currently participate in music education with a qualified music specialist in choral and instrumental music, developing their interest through creative projects. The Arts Plan outlines additional opportunities for students, including:

Weekly general music ensembles taught by credentialed music teachers.

Ensembles at all sites, including band, orchestra, rock band, choir, and musical theater, depending on the needs at each site.

Access to new musical instruments and technology, with the assistance of instrument coaches.

Field trips, assemblies, and programming — thanks to partnerships in music, dance, and theater, such as the Philharmonic Society of Orange County, Pacific Symphony Class Act, Orange Coast College, Vanguard University, Arts and Learning Conservatory, Art Masters, Backhaus Dance, Jose Costas Ballet Contempo, and more.
Prop 28 funds will also be used for additional dance, visual arts, and theater teachers to support the enhanced and expanded arts programs in elementary schools.
The Arts Plan also enhances and expands arts programs across all secondary schools:

Build a more robust middle school art pathway in the Costa Mesa Zone.

Revitalize the marching band program in the Corona del Mar Zone.

Expand the middle and high school drama program, plus add a symphony program to the middle school, in the Newport Harbor Zone.

Continue to build the drama program and enhance the color guard program in the Estancia Zone.

Additional art class at Early College High School.

Expand the digital media arts programs at Back Bay High School.

Create walk-in experiences in music and dance through the Segerstrom Center for the Arts for Monte Vista Independent Study.
